Obituary

Our angel on earth, Shirley Ann Skaggs, a loving mother, doting grandmother and very proud great-grandmother, peacefully gained her big ole angel wings Thursday, February 5th, 2026. She blessed this world for 83 years.

Shirley devoted her life to her family. She cherished the moments being surrounded by her kids, grandkids and great-grandkids the most and would always remind them "it is really the little things in life that truly matter". The greatest gift you could ever give her, was simply your time.

Shirley raised her children, Kevin Skaggs and Kristin Norseen in Gainesville, Texas where she remained and proudly watched them build their own families. Spending her later years in life, in Jasper, Arkansas with her beloved Richard, who she shared over 20 memorable years with. Shirley moved back to Texas in October of 2025 to spend her remaining days with the ones she loved the most-her family. She cherished her long phone calls with Kristin, chocolate chip cookies baked with Brinna, inside jokes and special moments with Bridgette rocking on the front porch and always telling her and Jason to behave themselves, while laughing as the words came out and she loved Keaton's hugs the most. Gramma said "they are the greatest hugs ever". There was not a day that she was back in Texas she went without one of those great hugs.

As much as Shirley loved having her family with her, she was known for her fierce independence, rarely asking for help and never wanting to be a burden to anyone. She lived the majority of her life alone and made it clear she preferred it this way!

To know her was to absolutely love her. She was a source of unconditional love, wisdom and comfort, always picking up the phone whenever called. She loved with her whole heart and was the absolute heart of the family in every aspect possible.

Shirley Ann Peers was born June 22, 1942, in Tulare, California to Verna Ratzlaff who raised her as a single mother. Shirley graduated from Dinuba High School in May of 1960, she then married Gary Norseen in June of 1960 and together they had Kevin and Kristin. In August of 1974 she married Calvin Skaggs and they remained married until he passed in 1983. She moved to Arkansas in February of 2004, where she spent over 20 years with her beloved Richard Chasteen. She is survived by her loving daughter Kristin Brown and beloved granddaughter and grandson-in-law Bridgette and Jason Williams and their children Keaton and Brinna. Her grandsons and their family's Joey and Anna Johnson with their son Gunnar and another little one on the way; Brent and Kapri Skaggs and his son's Trent and Travis; and Brad Brown. Daughter-in-law Dalena Doty (Skaggs). As well as an endless circle of other family and friends who loved her dearly.

She is preceded in death by her husband Calvin and son Kevin Skaggs, beloved Richard Chasteen and son-in-law Cecil Brown, who there is no doubt were all waiting with open arms at Heaven's gate.

A celebration of Shirley's beautiful life will be held on April 25, 2026 at 2:00 PM followed by a small family gathering for those who wish to spend time with the family, at Lucy Cabin, 100 Sunset Drive, Wichita Falls, TX 76302.
